It's in the middle of the Wastes, huge and surrounded by a thick wall of steel. The city is roughly circular in shape from an aerial view. In the middle are the more prosperous and well kept metropolis-like sectors, with the very center being Xoxx's citadel. Extending outward from that are the more middle class sectors. It's sort of grungy and dirty here and ppl live in stacked homes, but its still properous and active in its own right. Extending outwards even more, straddling the wall are the poor/abandoned/lawless sectors. Completely run down. Goverened by gangs and dealers. It's a very dangerous place. THEN (to incorporate your idea) the city could have underworks beneath. Like all the engineering levels and subsystems of the city that used to support it back in it's prime. There could be access shafts to deeper and deeper levels. Really dark, steampunky and possibly even wild down there. Worse than the outermost topside sectors. But there could be some pockets of more civilized humanity down there.
